Childrens’ Advocate probe death of boy at Manning Child Care Facility in St Elizabeth

Rosalee Gage Grey, chief executive officer of Child Protection and Family Services Agency (CPFSA), said the Office of the Childrens' Advocate (OCA) is currently investigating the murder of a 17-year-old ward of the State at the Manning Child Care Facility in St Elizabeth.

"It's very early days, the police are investigating and the OCA is also investigating," she said.

The teen, whose name has not been released, died after being hit with a piece of iron by a 15-year-old ward.

Superintendent Samuel Morgan, the man in charge of the St Elizabeth Police Division, said the 15-year-old has since being charged with murder and is being remanded at the Metcalfe Street Juvenile Centre.

Meanwhile, Gage Grey said the boys at the home have been receiving counselling.

"The team has been to Manning several times, and we are providing social support to the children, and we are looking at all the procedures there," he said.

The facility, operated by the Child Protection and Family Services Agency, is licensed to accommodate 60 boys between the ages of 10 to 18 years old. The facility comprises dormitories, classrooms, a computer lab, library, a playing field, and a recreational hall.
